According to the 'Notice', the construction of cultural, education, health, sports and other public welfare buildings, affordable housing, old city renovation, shantytown renovation and municipal infrastructure projects invested or led by local governments should take the lead in adopting the prefabricated construction method. All localities should increase the guidance of large-scale public buildings, industrial buildings, and commercial densely populated areas to adopt prefabricated construction methods, promote the use of prefabricated construction methods for new commercial housing, encourage villages and towns to explore the use of prefabricated construction methods, and gradually expand the scope of mandatory prefabricated buildings. . The 'Notice' requires that local construction authorities should strengthen the supervision and management of the whole process from construction application, design document review, construction permit, quality and safety supervision to completion acceptance and filing for prefabricated building projects, clarify the supervision points, and ensure that prefabricated building projects are in accordance with The prefabricated building requirements are determined in the land transfer contract. At the same time, actively promote the application of building information model (BIM) technology and general engineering contracting (EPC), strengthen the main responsibility of enterprise quality and safety and lifelong responsibility for quality, and urge all responsible parties to establish a whole-process quality traceability system that is compatible with the characteristics of prefabricated buildings . For prefabricated construction projects, local construction authorities should increase guidance services and supervision and inspection efforts, and seriously investigate and deal with violations of quality and safety laws and regulations. For projects that are not constructed in accordance with the requirements of prefabricated buildings, local construction administrative departments shall order them to suspend work for rectification.
